MSME SAARTHI (NSIC Business Promotion Associates Scheme) hereinafter referred to as MSME SAARTHI (NBPA Scheme). SAARTHI stands for Scheme of Assistance Acceleration by Reach THrough Independent Associates).

The MSME SAARTHI (NSIC Business Promotion Associates – NBPA Scheme) is an initiative by The National Small Industries Corporation Limited (NSIC) to expand its outreach and strengthen engagement with Micro, Small & Medium Enterprises (MSMEs) across India.

This scheme introduces a cost-effective, scalable, and partnership-driven model to bridge the gap between NSIC services and untapped MSMEs. MSME SAARTHI introduces independent associates (NBPAs) who act as extended arms of NSIC, also helping deliver services to entrepreneurs in uncovered areas of the country.

SCOPE OF THE SCHEME:

The MSME SAARTHI (NBPA Scheme) aims to expand business activities across India to serve more and more MSMEs.

Under this scheme:

  • NBPAs act as extended arms and business lead providers for NSIC.
  • They promote NSIC schemes and connect with MSME customers to generate new business.
  • They play a key role in market expansion and growth including untapped areas.
  • Multiple NBPAs can be appointed within a single region or office to maximize outreach.

TARGET BENEFICIRIES

To expand NSIC's reach, focus on India's MSME sector through the NBPA channel, aligning with NSIC’s broader objectives of enhancing branding, promoting and driving revenue growth within this crucial segment. The scheme also covers untapped MSMEs, startups, women and NER entrepreneurs, along with socially disadvantaged groups such as SC/ST, minorities, and differently-abled individuals.

SCHEMES OF NSIC TO BE COVERED UNDER MSME SAARTHI (NBPA SCHEME)

NBPAs will mobilize business under following schemes of NSIC

  • Single Point Registration Scheme (SPRS).
  • e-Marketing Services through MSME Global Mart.
  • Exhibitions organized by NSIC.
  • Selective Training Courses conducted from NTSCs.
  • Common Facility Services provided at NTSCs.
  • Raw Material Assistance against Bank Guarantee (RMA).
  • Bill Discounting (BD).
  • Assistance to Wholesalers and Retail Traders Scheme (AWRT).

Any scheme introduced in future may also be applicable to NBPA as per the approval of the competent authority on case to case basis.

ELIGIBILITY CRITERIA TO BECOME NBPA

Eligible Applicants

  • Public Sector Undertakings (PSUs)
  • Practicing Chartered Accountant (CA)/Cost Accountant (CMA)/Company Secretary (CS)
  • CA/CMA/CS Firms & National or State or District Level Registered Industries Associations
  • National & Regional Chamber of Commerce
  • National/State Government agencies dealing with MSME sector at large
  • SNP approved by ONDC eligible to generate business for SPRS & B2B only.

Eligibility Criteria

  • For Practicing CA/CMA/CS or their Firm: Minimum ₹15 lakh turnover
  • Minimum 3 years of existence
  • Functional office setup
  • Relevant experience preferred

The following Entities are not eligible under the Scheme:

  • NSIC employees (past/present) & their immediate family members
  • Directors, their relatives and entities
  • Person with criminal background and/or Entities Blacklisted by Any Institution or RBI

HOW TO APPLY

  • NBPA is required to submit an online application (Annexure- “1”) along with an application fee of ₹5,000 + GST (exempt for Government entities), supported by documents as per Annexure- “2”.
  • The submitted application will be processed for further evaluation and approval.
  • Upon approval, a refundable Security Deposit of ₹25,000 is to be submitted (exempt for Government entities), which will be refunded upon completion/termination of the Agreement, subject to onboarding a minimum of 10 new clients under any NSIC scheme.

FACILITATION CHARGESs

The Facilitation Charges will be given to NBPA on the New Business as applicable.

TENURE OF CONTRACT

The selected NBPA would be initially engaged for a period of 02 years which can be renewed for further period..
